TelephonyDestinationType

Where an inbound call goes once the tenant has been resolved (§10, §66). Deliberately a string enum plus a nullable ULID rather than a real polymorphic relation: the target tables (assistants, queues, ivrs, ring_groups, extensions) are owned by four different agents and land in four different migration ranges, so a hard foreign key here would force a build order that does not exist.
